On Thursday the US Attorney for the Eastern District of California announced that a 12-count superseding indictment had been filed against Jia Bei Zhu, the Chinese man who operated an illegal biolab – linked to the Chinese Communist Party – in Reedley, California.
Zhu, also known as David He, was already charged with distributing adulterated and misbranded COVID-19 test kits in violation of the federal Food, Drug, and Cosmetic Act and making false statements to authorities about his identity and involvement with the biolabs.

The latest charges are for conspiracy and wire fraud. Zhu has been in custody pending trial since October, 2023, having been found to be an extreme flight risk.
